Linkedin: Michelle Boutilier Corporate Social Responsibility Plan Implementer & Accomplished Special Projects Lead Objective Obtain meaningful employment opportunities within the financial industry while I work towards my Bachelor of Commerce degree and CGA designation. Executive Summary With nearly ten years of public service experience, I have demonstrated my ability to influence, manage and serve diverse teams of specialists. Described as a visionary, I am devoted to meeting targets and delivering on corporate commitments both internally and to the canadian public. I am a two time winner of the Service Excellence to Canadians award as a middle manager. I take pride in my ability to effectively negotiate and facilitate business solutions. My passion is team building and I have effectively exceeded senior management's expectations in implementing new programs, policies and services while getting the best out of the people I serve. Career History 1. Human Resources and Skills Development Canada (HRSDC) - Ottawa Ontario ? 2005 ? present A. Senior Policy Analyst - Public Engagement and Stakeholder Relations ? July 2010 ? Present (Educational leave: August 2012 ? August 2013) I was recruited to the Public Engagement and Stakeholder Relations unit by a former colleague for a special project. The Minister of our Department was seeking a department wide plan and accountability process for all points of engagement with academic, financial and non government agencies. I spearheaded the development of our departmental stakeholder relations plan for all 7 portfolios and four regional head offices for HRSDC/ Service Canada and the Labor Program of Canada. By enabling each portfolio to contribute to the development of our plan, I successfully facilitated a unique organization wide solution that satisfied the political and bureaucratic need for the overarching plan. As a team, we then advanced our mission and included four regional strategies for engagement and accelerated training and usability of our internal systems for information management. I led quarterly reviews across the portfolio and drafted midyear and annual reports for senior management. In creating virtual work spaces through the use of tools like WebEx, we balanced our internal budget for travel expenses and sustained the department wide plan for over two years. As our team grew, I facilitated training of new colleagues and held weekly roundtable meetings to ensure they were meeting their targets and contributing to the plan's overall strategy. We were asked to assemble lists of key stakeholder groups for the Minister of HRSDC to engage and as a team, we provide our recommendations ahead of schedule, thus demonstrating the value of our collaboration and the value added of our internal management system. B. Senior Program Manager - Office of Disability Issues, 2010 Winter Olympic games ? January 2010 ? July 2010 Brought in to ready the department for our contribution to the 2010 Winter Olympic Games, I implemented an emergency contacts list and daily senior manager conference call with our regional colleagues in Vancouver. Responsible for accessibility issues at all stadiums and facilities during the 2010 Winter Games, our department desperately needed a rigorous risk management strategy and emergency plan. Collaborating with colleagues from various Federal and Provincial government departments, I sustained and enhanced communications and successfully developed partnerships that greatly equipped our team once the games began. Further to this, our Department hosted an accessibility showcase in-between the Olympic and Para-Olympic games. I led on securing all speakers, participants and delegates to both the showcase and tradeshow. Guiding our communications team, I made timely recommendations which ensured an excellent network of professionals attended and contributed to the event. Drafting our final report, I promoted our team work and how I had facilitated solutions for the inter-departmental working group and successfully met our targets. C. Senior Project Officer, Team Leader, Acting Director of the Telephone Inquiries ? May 2007 ? January 2010 Having formerly established a plan, policy and strategy as a one woman solution to the nearly 500 dire straits calls received in the Minister's office each year, I was asked to lead a group of internal specialist in building a boutique service channel for parliamentarians who are advocating on behalf of constituents who face challenges in receiving the programs and services they are entitled to such as CPP, EI and SIN. Beyond these core programs, I developed partnerships with the Canada Revenue Agency, Foreign Affairs and International Trade Department and Citizenship and Immigration Canada. As team leader and eventually acting manager, I recruited a team of 14 exceptional call centre agents who would serve as front line specialists for our politically elected clients who knew little about our programs but needed urgent supports and training in serving their constituents. I wrote scripts, I implemented an internal management system for file storage and created endless teachable moments for my team by modeling the required skills in both English and French. We became a team of political speech writers. I facilitated opportunities for my team to visit parliamentarians in person in their offices on Parliament Hill to ensure their full comprehension with the material we prepared for them. Meeting our balanced scorecard targets each quarter was something I took great pride in. In sustaining this unit for two full fiscal years, I was awarded opportunities to act as Director of the unit and sit on the senior management weekly committee for services to Canadians. In this role, our team won the 2010 annual award for Service Excellence to Canadians. D. Program Officer, Corporate Affairs and Ministerial Services, HRSDC ? Service Canada ? June 2005 ? May 2007 2.
